The Dominican Republic launches ARTSECURE: a comprehensive social security framework for artists with support from UNESCO and the European Union

ARTSECURE is part of Phase III of the EU/UNESCO program "Designing Policies for Creativity" (2023-2026), an initiative that supports countries in creating evidence-based cultural policies to strengthen culture as a driver of sustainable development. This phase includes eight countries, among them the Dominican Republic and Belize representing the Caribbean, alongside Chad, Côte d'Ivoire, Djibouti, Jordan, Nigeria, and Rwanda.

The program responds to the call of the MONDIACULT 2022 Declaration, which recognized culture as a global public good and urged States to adapt their regulatory frameworks to contemporary challenges. Since 2011, the European Union and UNESCO have worked together to promote strong regulatory environments for cultural and creative industries (CCI), in line with the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions. Thanks to this cooperation, more than 30 regulatory frameworks have been developed in 25 countries.
