On international AI governance, Portugal supports an open, inclusive and multistakeholder model, based on cooperation rather than institutional duplication.
Given the cross-cutting nature of AI, no single international organisation can address all dimensions of its governance.
Effective coordination between the United Nations, the OECD, the European Union and other relevant organisations remains essential, with each contributing according to its mandate and expertise.
International cooperation should now focus on implementing the commitments already undertaken, strengthening interoperability between governance frameworks, promoting capacity-building and ensuring that countries at different stages of digital development can all benefit from AI.
Portugal remains committed to contributing constructively to this collective effort, sharing practical experience and working with partners to ensure that AI delivers economic and social benefits while maintaining public trust.
