OAQDA Issues $55 Million in Bonds for Rumpke Infrastructure Projects Across Southwest Ohio

COLUMBUS - The Ohio Air Quality Development Authority (OAQDA) recently closed on $55
million in bond financing to support a portion of Rumpke Waste & Recycling's broader
investment in an air quality project involving three new solid waste facilities across Clark,
Clermont, and Hamilton counties. This financing helps advance key parts of the company's
construction plans, which will strengthen critical infrastructure, expand processing capacity,
and support more than 220 jobs across southwest Ohio.

With OAQDA's assistance, Rumpke will move forward on major components of the project,
including two solid waste transfer stations in Clark and Clermont counties and facility
improvements in Hamilton County. These upgrades, paired with Rumpke's own investments,
will improve efficiency in waste collection and disposal while reducing vehicle operating time,
delivering both economic and workforce benefits for Ohio communities.

"This project demonstrates how partnerships drive Ohio's competitiveness," said
Representative Jean Schmidt (R-Loveland). "By updating critical infrastructure and supporting
quality jobs, we are strengthening both our communities and our state's economy."

"Rumpke's expansion is a win for Ohio's workforce and for the families who depend on these
essential services every day," said Senator Louis W. Blessing, III (R-Colerain Township). "This
financing supports new jobs, stronger infrastructure, and sustainable growth for our region."

The projects will create 105 full-time jobs and sustain 115 existing positions, while collectively
processing up to 1,100 tons of solid waste per day. By reducing vehicle miles traveled, the new
transfer stations will also help decrease operating costs and potentially lower air emissions.

"When infrastructure works well, most people who rely on it may never notice it, and that's the
point, when implemented through strong public-private partnerships" said Christina O'Keeffe,
executive director of OAQDA. "This OAQDA financing helps ensure Rumpke can keep doing the
critical services that families and communities need while also creating opportunities for Ohio
workers."

"This financing mechanism facilitates development of necessary infrastructure to ensure cost
effective waste solutions that are vital for public health within our communities," said Amanda

The projects were approved by the OAQDA through the Clean Air Improvement Program (CAIP), which is a platform that enables communities and businesses to access financial assistance
from lenders, investors, and other capital providers for clean air projects. By reducing upfront
costs and improving cash flow, CAIP helps projects across Ohio move forward with greater
financial certainty and achieve long-term economic benefits for businesses and communities.
