Project Announcement: Evaluation of U.S. Northern Command Intelligence Collection Activities at the Southern Border (Project No. D2025-DEV0SI-0160.000)

Evaluation

The purpose of this memorandum is to notify you that we are initiating the subject evaluation. The objective of this evaluation is to assess the effectiveness with which the U.S. Northern Command conducts intelligence collection and intelligence collection oversight activities at the U.S. southern border in support of the U.S. Department of Homeland Security. We may revise the objective as the evaluation proceeds, and we will also consider suggestions from management for additional or revised objectives. We plan to perform this evaluation in accordance with the Council of the Inspectors General on Integrity and Efficiency's "Quality Standards for Inspection and Evaluation."

We will perform the evaluation at the U.S. Northern Command, Joint Task Force- Southern Border, and Joint Intelligence Task Force-Southern Border. We may identify
additional locations during the evaluation.
