Department of Commerce Begins Inaugural Call for Proposals for American AI Exports Program

WASHINGTON, D.C. - The U.S. Department of Commerce today announced the launch of a Call for Proposals for the American AI Exports Program, further advancing President Donald J. Trump's Executive Order directing the Department to expand the global deployment of secure, full-stack American artificial intelligence technologies.

Beginning April 1, 2026, U.S. companies are invited to form industry-led consortia and submit proposals to deliver full-stack American AI technology packages to international partners. Applications will be accepted through June 30, 2026, at AIexports.gov.

"The American AI Exports Program delivers on President Trump's directive to ensure that American AI systems - built on trusted hardware, secure data, and world-leading innovation - are deployed at scale around the world," said Secretary of Commerce Howard Lutnick. "By promoting full-stack American solutions, we are strengthening our economic and national security, deepening ties with allies and partners, and ensuring that the future of AI is led by the United States."

"By fueling this next phase of the AI Exports Program, we will unlock global markets and opportunities for U.S. companies and workers while cementing America's position as the indispensable engine of secure, cutting-edge AI with our partners and allies."

The Program implements the President's directive to organize and promote export-ready, end-to-end AI systems that integrate U.S. technology across the full value chain - from compute infrastructure to applications - while ensuring alignment with U.S. national security and foreign policy objectives. The Program complements Commerce's existing export promotion tools, including support from the U.S. and Foreign Commercial Service and the Advocacy Center.

"The Department of Commerce is inviting American industry to lead in delivering secure, scalable AI systems to trusted partners around the world," said Under Secretary of Commerce for International Trade William Kimmitt. "This program reflects a coordinated national effort to expand exports of the American AI technology stack, support high-value U.S. jobs, and help ensure that the next generation of global AI infrastructure is built on American technology, standards, and values."

From April 1, 2026, through June 30, 2026, industry-led consortia may submit proposals for full-stack AI export packages. These packages should be structured as integrated offerings that provide products or services for foreign markets that include the following AI stack layers:

  • AI-optimized hardware

  • Data pipelines and labeling systems

  • AI models and systems

  • Security and cybersecurity measures for AI models and systems, and

  • AI applications for sector-specific or functional use cases

Proposals must include a consortium overview, package description, target markets, business and operational model, any requested federal support, and a statement describing how the proposal advances U.S. national interests. Applicants should visit AIexports.gov for a complete list of proposal requirements. The Department will review proposals on a rolling basis.

Following an initial completeness review, proposals will undergo interagency evaluation in consultation with the Departments of State, War, and Energy, and the Office of Science and Technology Policy, as appropriate. Consortia selected for inclusion in the Program will receive formal designation and guidance on next steps.

Designated packages will be supported by the U.S. Government as priority export offerings and may receive one or more of the following benefits:

  • Priority government-to-government advocacy and engagement

  • Promotion through official U.S. Government activities and events

  • Priority consideration for transaction-specific export control engagement

  • Facilitated access to federal financing tools and interagency coordination

The American AI Exports Program advances the Administration's broader strategy to strengthen U.S. technological leadership, expand high-value exports, and ensure that trusted American systems underpin the next generation of global digital infrastructure.
