Carrollton City Council voted to adopt the City's annual budget at Tuesday's Council meeting while approving a reduced property tax rate for the 12th year in a row.
The Fiscal Year 2026 budget, beginning October 1, lowers the property tax rate from $0.538750 last year to $0.537500 per $100 assessed value. The lowest rate since 1989. Additionally, the City increased the Senior and Disabled Exemptions from $97,000 to $110,000 this year.
The average homestead market value is $430,061 with an average taxable value of $352,744. Based on this rate, taxes on the average homestead with the 20 percent homestead exemption and applicable value caps will be $1,896, a $98 increase from the Fiscal Year 2025 amount of $1,798.
The City's overall strategy for managing the City's infrastructure includes utilizing a combination of capital debt and paying for certain capital improvement projects on a pay-as-you-go basis. Taxes used for pay-as-you-go capital improvements are classified as maintenance and operations, regardless of the size of the project. More than $133.4 million in Capital Infrastructure for projects multi-year in nature are planned for Fiscal Year 2026.
New solid waste rate changes were adopted at the Tuesday meeting as well resulting in a $2.30 rate increase for residents from $24 per month to $26.30 per month for regular trash and recycling services. The rate will go into effect Wednesday, October 1 for residential customers. The decision to apply a rate increase this year is due to rising operational costs across industries for the same services. The City, along with Republic Services, will continue to provide quality solid waste, recycling, bulk waste, and brush collection services. Credit/debit card convenience fees will increase for the first time in eight years on all transactions from 2 to 3.5 percent due to rising costs from credit card companies.
