Warren Statement on Trump Administration Decision to Waive Applying Sanctions on Russia under Graham Bill

Trump Continues Stunning Failure to Apply Russia Sanctions and Export Controls

Washington, D.C. - Today, U.S. Senator Elizabeth Warren (D-Mass.), Ranking Member of the Senate Banking, Housing, and Urban Affairs Committee, released the following statement on President Trump's decision to waive the requirement to apply sanctions and other measures under the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 by this Sunday:

"For the past 20 months, Donald Trump has failed to use his broad, existing sanctions authority to disrupt support for Russia's war machine and to help achieve a just peace for Ukraine. Tonight's announcement is another abject and predictable failure in leadership. By waiving these sanctions, Trump is thumbing his nose at Congress's direction that he ratchet up pressure on the Kremlin and enabling Vladimir Putin to continue his war of aggression. There is strong bipartisan support for Ukraine and holding Russia accountable. Congress should reverse Trump's diesel deal with Putin, surge support to Ukraine, and crack down on Russia and its enablers."
