Maryland Department of Transportation Releases $21.9 Billion Draft Six-Year Capital Budget

Continues Focus on Core Priorities of Safety, Preserving Our System and Growing Our Economy

​HANOVER, MD (September 1, 2026) - The Maryland Department of Transportation (MDOT) today released its $21.9 billion Draft Consolidated Transportation Program (CTP) for Fiscal Years 2027-2032. The balanced plan outlines the Department's continued focus on prioritizing safety, addressing maintenance needs and growing Maryland's economy. The six-year capital budget makes meaningful progress toward improving transportation across Maryland by advancing initiatives to lower traffic fatalities, rehabbing and replacing pavement and bridges, modernizing transit operations and leveraging current assets - like the Port of Baltimore, BWI Thurgood Marshall Airport and state-owned land for transit-oriented development - to drive economic growth.

"The transportation investments outlined in the Maryland Department of Transportation's six-year capital budget will support the system's critical needs and act as a springboard for the state's further economic growth," said Maryland Department of Transportation Secretary Katie Thomson. "Despite a challenging financial environment, MDOT is steadfast in advancing our core priorities and embracing modernization to enhance operations. These ongoing improvements empower us to maximize the value of our capital investments, efficiently manage costs and consistently deliver projects on schedule and within budget."


While funding is limited and construction and operating costs continue to rise faster than revenue, funding packages passed by the General Assembly in 2024 and 2025 have helped to lessen the level of unfunded needs and set the stage for continued progress, enabling MDOT to focus on its core priorities and deliver meaningful improvements across Maryland's transportation system. Moving forward, MDOT remains dedicated to maximizing the value of every dollar invested by prioritizing key initiatives that enhance safety, support economic growth and modernize infrastructure, including:
  • Completing critical projects already under construction, such as the Purple Line, MD 4/Suitland Parkway interchange and I-95 at Belvidere Road interchange;
  • Advancing construction work on rebuilding the Francis Scott Key Bridge to make the region whole again;
  • Supporting the growth of the Port of Baltimore through the Dundalk Marine Terminal berths 11-13 reconstruction and expansion of the Cox Creek dredged material facility;
  • Advancing key safety and capacity projects throughout the State, including I-81 Phase 2, US 15 in Frederick County, MD 97 Montgomery Hills and I-97 in Anne Arundel County;
  • Supporting the future of aviation in Maryland, through the Martin State Airport new control tower, the rehabilitation of runways and replacement of end-of-life fire equipment at BWI Marshall Airport;
  • Enhancing service at the Motor Vehicle Administration with funding for the new Columbia Branch; and
  • Investing in the State's transit assets, including the Light Rail Modernization Program, new Metro Subway railcars and signals, rehabilitated and new MARC locomotives and ongoing planning for the Red Line.

Within this Draft CTP, the Maryland Department of Transportation will continue to focus on meeting obligations to local partners, advancing critical capital projects and completing construction projects underway throughout Maryland.

The Draft CTP meets the Department's legal and statutory obligations, including the current required funding level for Highway User Revenues and requirements under Maryland's Locally Operating Transit Systems and the Transit Safety and Investment Act.

The release of the draft program launches the Maryland Department of Transportation's public engagement process that includes a meeting in every Maryland county and Baltimore City to receive input from local officials and the public. This year's tour is scheduled to take place during September and October with local jurisdictions hosting the meetings. Dates and locations can be found here​ . The schedule is subject to change and will be updated as needed throughout the process.

Following the tour, the Maryland Department of Transportation will submit the Final Fiscal Years 2027-2032 CTP to the Legislature in January for consideration during the 2027 General Assembly session.
