Public Comment Period Now Open for Draft Guidance on Assembly Bill 130 Statewide VMT Mitigation Program

The Governor's Office of Land Use and Climate Innovation (LCI) is inviting public comment on the draft guidance for the Assembly Bill (AB) 130 Statewide Vehicle Miles Traveled (VMT) Mitigation Program. The program is designed to provide an additional option for California Environmental Quality Act (CEQA) projects to mitigate significant transportation impacts by helping to fund location-efficient affordable housing and related infrastructure projects.

Public Comment Period

LCI is accepting public comments on the draft AB 130 Statewide VMT Mitigation Program Guidance through Friday, May 8, 2026. To support efficient review, please reference the draft guidance's page number and section associated with each comment.

The California Department of Housing and Community Development (HCD) will administer the AB 130 Statewide VMT Mitigation Program and is concurrently developing implementation guidelines. Together, HCD's implementation guidelines and LCI's program guidance will define the program's structure, requirements, and processes.

The public may also view and provide comment on the HCD's draft implementation guidelines. Please note this is a separate document administered by HCD.
