Change in Chief Executive of Defence Science and Technology Agency

Mr Roy Chan Hsiung Wei will succeed Mr Ng Chad-Son as the Chief Executive (CE) of the Defence Science and Technology Agency (DSTA) on 1 September 2026. Mr Chan is currently the Deputy Chief Executive (Operations) of DSTA, serving in this role since 15 February 2021.

Mr Ng, 51, has held the position of CE DSTA since 15 May 2024. Under his leadership, DSTA delivered significant defence capabilities for the Ministry of Defence (MINDEF) and the Singapore Armed Forces (SAF), including the Invincible-class submarines, Multi-Role Combat Vessels, Titan Infantry Fighting Vehicles, F-35, P-8A and G550 Maritime Aircraft, SAFTI City and the expansion of Shoalwater Bay Training Area in Australia. Notably, he advanced transformational developments such as drones, robotics, counter-drone systems, and artificial intelligence. Mr Ng also broadened Singapore's defence science and technology partnerships with international counterparts and strengthened DSTA's innovation capacity. Throughout his tenure, he championed a culture of innovation and collaboration, and prioritised people development to build a future-ready workforce.

The incoming CE DSTA, Mr Chan, 52, joined the Defence Technology Community in 1998. He has deep experience in systems engineering and architecting, large-scale programme management and systems interoperability, having led the delivery of complex defence capabilities over the years. Mr Chan holds a Bachelor of Engineering from the Victoria University of Manchester and a Master of Science from Naval Postgraduate School. He was awarded the Public Administration Medal (Silver) in 2022 and was conferred the "Knight of the National Order of Merit" by the French government in 2025.
