PA Schools Must Offer Cash Option at School-Sponsored Events

HARRISBURG- A ceremonial bill signing ceremony was held at the state Capitol this week for legislation sponsored by Rep. Dan Moul (R-Adams) to require the acceptance of cash as a form of payment at school-sponsored events.

House Bill 685 was included in the Education Code bill of the state budget, which Gov. Josh Shapiro signed into law in November. At the ceremonial bill signing event on Monday, the governor presented Moul with a signed copy of the code bill, which contains the language in his bill. The governor also provided Moul with a copy of House Bill 685 with a personal message of congratulations.

"Of all the legislation I have sponsored, this bill has received the most public interest and bipartisan support," said Moul. "It clearly touched a nerve."

Many schools across the Commonwealth had been rejecting cash as a form of payment for school-sponsored events and activities, instead requiring spectators to use credit or debit cards, or order online or through an app. Moul said these policies were disenfranchising many senior citizens, poor people and children who may not have credit cards, smart phones or the technical capabilities to access the internet to purchase tickets. Ticket purchases via the internet or apps also require the surrender of personal information, which is particularly troublesome for senior citizens, a group often targeted by scams.

"It made no sense to me that the legal currency of the United States wasn't permitted for ticket purchases to school events, and many agree," said Moul. "I have received an overwhelming number of calls, emails and correspondence from people across Pennsylvania, thanking me for my bill and sharing their stories. Many have expressed relief that they can now use cash to pay for tickets to their child or grandchild's ballgames and activities and are no longer at risk of being shut out."

Moul introduced his bill in March after the Pennsylvania Interscholastic Athletic Association (PIAA) rejected his request to restore a cash option. As his bill gained traction in the House, the PIAA changed its policy, but Moul's bill made it law. Now schools across the Commonwealth are required to offer a cash option to anyone seeking admission to school-sponsored events.
