Four years into Russia's full-scale war against Ukraine, the European Union continues to support the construction of housing for internally displaced persons (IDPs), helping communities accommodate people relocated from frontline and military-affected areas.
The city of Kovel is proud to announce the completion of one of its key social projects-a modern residential complex for IDPs. The complex consists of 70 apartments and can accommodate 210 individuals, including families with children, veterans, and people with disabilities who have sought refuge in our region. This important achievement -the first project in the programme "Housing for IDPs and rehabilitation of liberated cities in Ukraine" to be fully completed among the nine participating municipalities - was made possible thanks to funding from the European Union, management by the Nordic Environment Finance Corporation (Nefco), and the efforts of the local authorities.
The new residential complex, valued at approximately EUR 5 million, was built in line with modern technical and environmental standards to ensure comfortable, safe, and energy-efficient living. It incorporates advanced construction technologies that guarantee high thermal insulation, reduced energy consumption, and minimal environmental impact. The use of modern energy-saving systems, solar panels, and automated temperature and automatic water supply control systems reflects best global sustainability practices.
In addition, the new building is equipped with a shelter in the basement with ventilation and an emergency exit. Apartments on the ground floor have been reserved for people with limited mobility.
Beyond its technical advantages, the complex meets high environmental standards, including the use of eco-friendly materials, waste sorting systems, and green landscaping around the building. This not only helps preserve the environment but also creates a pleasant and healthy space for residents.
This project holds exceptional social importance. IDPs who have been given the opportunity to move into the new housing gain not only a roof over their heads but also a chance for stability and a dignified life. Integration into the local community will reach new heights thanks to comfortable living conditions, employment opportunities, civic engagement, and access to education.
Mayor Ihor Chaika emphasised, "In our city, this is the second housing facility for internally displaced persons, making it a vital support for relocated families. Together with our European partners, we continue to stand by our community, including by hosting and supporting people displaced by the war.
In addition to the funds kindly provided by the European Union, the community has also allocated funds of its own. We hope that the people who have been provided with housing will integrate into our community."
The completion of this complex marks a new chapter in the city's and the region's social policy. The authorities and the public hope this project will serve as inspiration for further initiatives aimed at improving lives and creating a supportive environment for all residents.

"By funding accommodation for displaced people in Kovel, the European Union is helping the city house those forced to leave their homes, so they can live in safety, stability, and dignity. This is solidarity in action: support that helps communities cope today and recover faster tomorrow."
