Sparks, NV - The following are highlights from the June 22, 2026, Sparks City Council meeting.

Announcements, Presentations, Recognition Items, and Items of Special Interest:

  • City Manager Dion Louthan announced one vacancy on the Sparks Civil Services Commission for a three-year term. Members must be Sparks residents, cannot be City employees, a member of the City Council, or appointed to another board or commission of the City, or related to one within 3rd degree of consanguinity. Applications will be accepted until July 10, 2026, at 5 p.m. and can be found at cityofsparks.us/getinvolved.
  • Mayor Ed Lawson proclaimed the month of July as Parks and Recreation Month to celebrate the vital role parks, trails, open spaces, and recreation programs play in promoting health, wellness, community connection, and quality of life for people of all ages.

General Business

Council approved:

  • The appointment of Elyse Monroy-Marsala to the Sparks Civil Service Commission for a three-year term ending June 30, 2029.
  • An amendment to an Axon contract for Automated License Plate Recognition products and services for a five-year term in the amount of $1,046,000.05.
  • A change to the City of Sparks Group Health Plan Document benefit from the current practice of limiting speech therapy sessions to a maximum of 26 per year to allow more than 25 speech therapy visits with proof of medical necessity.

Council held public hearings and approved:

  • The memorandum of understanding with the Sparks Police Protective Association (Non-Supervisory) revising language related to the retiree health insurance premium stipend.
  • The memorandum of understanding with the Sparks Police Supervisory Protective Association, Sergeants revising language related to the retiree health insurance premium stipend.
  • The memorandum of understanding with the Sparks Police Supervisory Protective Association, Lieutenants revising language related to the retiree health insurance premium stipend.
