USDA Names Trump Administration Appointees to the Oregon Farm Service Agency State Committee

Tualatin, Ore. - Jan. 14, 2026 - The USDA Farm Service Agency (FSA) today announced the appointment of five leaders in agriculture to serve on the Oregon USDA Farm Service Agency (FSA) state committee.

Members of the FSA state committee are appointed by Secretary of Agriculture Brooke L. Rollins and, in support of the Trump Administration's Farmers First commitment, members of the FSA state committee are responsible for the oversight of farm programs and county committee operations, resolving program delivery appeals from the agriculture community, maintaining cooperative relations with industry stakeholders and keeping producers informed about current FSA programs.

Each FSA state committee is comprised of three to five members including a designated chairperson. The individuals appointed to serve on this committee for Oregon are:

  • Roger W. Beyer, Chair (Molalla) - Beyer manages a Christmas tree production and agricultural association services. He was executive director of the Oregon Seed Council where he represented more than 1,200 producers and more than 50 seed dealers.
  • Joshua Macnab, Member (Sherman) - Macnab owns and operates a wheat farm in Wasco, Oregon. Prior to that, he worked for a farm operation where he was responsible for planting, spraying, harvesting, and equipment maintenance.
  • Matthew McElligott, Member (North Powder) - McElligott owns and operates a ranch where he manages cow/calf operations including retaining ownership of calves through harvest. He operates two ranches with U.S. Forest Service grazing permits on Malheur National Forest where he uses science-based practices including genomic testing and invasive grass control with satellite technology.
  • Denver Pugh, Member (Shedd) - Pugh is a sixth-generation farmer who produces grass seed, wheat, meadowfoam, clover, radish, and hazelnuts for domestic and international forage, cover crop, and turf markets. He oversees two custom seed cleaning facilities and a wholesale seed company.
  • Genevieve Rossi, Member (Portland) - Rossi is a fifth-generation farmer who oversees land stewardship, operations, and producer advocacy. She is a Multnomah County Farm Bureau board member where she contributes to policy discussions on land use, program access, and agricultural resiliency.

"These individuals, selected by Secretary Rollins in partnership with key stakeholders in each state, are held in high regard in the agriculture industry and are entrusted to ensure FSA programs are delivered in a manner consistent with federal farm policy and in the best interest of all agricultural producers in their state," said FSA Administrator Bill Beam. "Their appointment to the FSA state committee is a testament to their standing in the industry and their dedication to the agriculture industry, rural America and President Trump's America First, Farmers First policies."
