WASHINGTON, D.C. - Representatives Zach Nunn (IA-03) and Suzanne Bonamici (OR-01) introduced the Promoting Apprenticeships through Regional Training Networks for Employers' Required Skills (PARTNERS) Act , a bipartisan bill to expand access to work-based learning programs and create more pathways to high-quality jobs.
"Not every career starts with a four-year degree, and it shouldn't have to," said Rep. Nunn . "In Iowa, we know the value of hard work and hands-on training. This bill helps local businesses offer paid, skill-building jobs that lead directly to long-term employment. It's a win for working families, employers, and Iowa."
The bill responds to workforce shortages by investing in partnerships between businesses, education providers, and community organizations. Through these local efforts, workers will gain access to apprenticeships and on-the-job learning opportunities tailored to the needs of growing industries.
"Having a robust workforce is essential to growing the economy, and there are commonsense steps we can take to help workers find and obtain quality jobs," said Rep. Bonamici . "Investing in partnerships among businesses, schools, and community partners is essential so we can continue to support and grow the workforce. I am pleased to work with my colleagues Reps. Nunn, Guthrie, and Stevens to create more opportunities for good-paying jobs that are needed in today's economy."
The PARTNERS Act would establish a new federal grant program to support the development and expansion of local industry partnerships. These partnerships will help small- and medium-sized businesses offer paid, hands-on training opportunities, mentorship, and support services that lead to long-term employment.
The bill has been endorsed by Jobs for the Future, National Skills Coalition, National Taskforce on Tradeswomen's Issues, U.S. Conference of Mayors, and National Community Action Foundation.
