Brazil, C40 Cities, and the Global Covenant of Mayors Announce New Mutirão Effort to Accelerate Urban Climate Solutions in Brazil

Supported by Bloomberg Philanthropies and facilitated by the Brazilian National Front of Mayors (FNP), the partnership will help 50 Brazilian municipalities deliver climate projects by 2027.

Rio de Janeiro, Brazil (November 2025) - Today, the Brazilian Government, Bloomberg Philanthropies, C40 Cities, and the Global Covenant of Mayors for Climate & Energy (GCoM), announced a new effort to help 50 Brazilian cities implement more than 20 climate projects by 2027. With new support from Bloomberg Philanthropies, the initiative will focus on multilevel climate implementation, through the development of ambitious local sustainable transport and low-methane waste management projects connected to federal government programmes and support. 10 Amazonian municipalities will also receive direct support to develop their initial Climate Action Plans, laying the groundwork for future projects that respond to their communities' most urgent climate challenges.

Working in the spirit of mutirão, the initiative will be carried forward by a broad coalition of Brazilian national partners. Nationally facilitated by the Brazilian National Front of Mayors (FNP), and with support of organizations such as ABM, CBC, WRI, ICCT, i17, CCFLA, ICLEI and UCCRN, these networks will help cities put climate projects into practice. By mobilizing this collective, the program ensures delivery will be shared, collaborative, and rooted in local realities - creating a model that can be replicated in other countries.

Expected outcomes include:

  • A national AI-supported platform providing emissions data, risk profiles, and vulnerability assessments for all +5,570 Brazilian municipalities ;
  • Preparation of a portfolio of at least 20 mitigation projects with a focus on sustainable transport and waste management, designed for multilevel implementation and closely connected to federal government programmes and support;
  • Acceleration of climate action and governance planning in the Amazon , supporting up to 10 local governments to design and deliver their first strategies;
  • Mobilization of over 100 cities for peer-to-peer learning and exchange with federal and state governments on climate project development;
  • Support for integrating climate budgeting in 5 Brazilian cities , ensuring local finances prioritize effective and sustainable solutions;
  • Promotion of multilevel coordination , leveraging federal programs and policies to accelerate local climate responses;
  • Unlocking finance mechanisms to channel resources into urban climate projects across Brazil;
  • Contribution to the "era of implementation" of the Paris Agreement , positioning Brazil as a global leader in multilevel climate governance.

CHAMP - Coalition for High Ambition Multilevel Partnerships for Climate Action

This project not only strengthens Brazilian cities' resilience but also reinforces Brazil's COP30 Presidency and the country's leadership in implementing multilevel initiatives aligned with the Coalition for High Ambition Multilevel Partnerships (CHAMP) .

CHAMP is a voluntary agreement among COP member countries to increase the participation of subnational actors such as states, cities, and regions in national climate plans and strategies. So far, 77 countries and the European Union have joined the initiative, with Brazil standing out as a global leader among CHAMP signatories. Brazil has been part of CHAMP since its launch at COP28 in Dubai in 2023 and was announced as the Coalition's inaugural Co-Chair, alongside Germany, earlier today.
