Fact Sheet: President Donald J. Trump Announces Medicare Improvement Fund Payments for Seniors

The White House
October 2, 2026

IMPROVING MEDICARE FOR SENIORS: Today, President Donald J. Trump announced that the federal government will be making one-time payments of $90 per person to help more than 20 million enrollees pay for their Medicare Part B premiums.

  • Payments will be made from the Medicare Improvement Fund, which has been given $2 billion by Congress for the purposes of making improvements to the Medicare fee-for-service program, but has never before been utilized.
  • Most eligible seniors will receive the payment in the form a direct deposit of $90 in early October. Those without direct deposit will receive a check, also sent in early October, to the mailing address they have registered with Medicare.
  • Most Medicare Part B enrollees are eligible for the payments. Those whose premiums are already paid by Medicaid or who pay an Income-Related Monthly Adjustment Amount do not qualify.
  • Seniors can call 1-800-MEDICARE (1-800-633-4227) to check on their eligibility for the premium rebate. Beneficiaries who want to check on the status of their payment should call the Social Security Administration at 1-800-772-1213.

HISTORIC ACTION TO HELP SENIOR CITIZENS:
With this action, President Trump is the first President to ever use the Medicare Improvement Fund to directly lower costs for senior citizens.

  • Established in 2008, no Administration has ever utilized or made payments from the Medicare Improvement Fund.
  • Previous Congresses used the Medicare Improvement Fund in ways that increased healthcare costs for the American people, such as when Democrats raided $20.7 billion from the fund as part of the Unaffordable Care Act, also known as Obamacare.
  • President Trump believes that Medicare Improvement Funds should be used to directly help people on Medicare, not special interests, and is returning healthcare dollars back into the hands of the American people to benefit them and their individual healthcare needs.

LOWERING HEALTHCARE COSTS AND GIVING MONEY TO THE PEOPLE, NOT SPECIAL INTERESTS: President Trump is delivering on his promises to lower costs for American patients by putting them first and taking on the special interests that have used the status quo in Washington to raise healthcare costs for Americans.

  • The Trump Administration is cracking down on fraud and corruption, lowering healthcare costs for Americans, and putting the American people over big health insurance companies after the Biden Administration's mismanagement of Obamacare resulted in massive levels of fraud, higher costs for Americans, and massive profits for big health insurance companies.
    • The Trump Administration has taken the strongest actions ever to protect the integrity of the exchanges, including ending loopholes used to fraudulently enroll individuals.
  • In February 2025, President Trump signed an Executive Order to empower patients with clear, accurate, and actionable healthcare pricing information. Since then, the Centers for Medicare & Medicaid Services has ramped up enforcement against hospitals that are out of compliance with price transparency rules and strengthened price transparency rules for hospitals and insurance companies.
  • In May 2025, President Trump signed an Executive Order to bring the prices Americans and taxpayers pay for prescription drugs in line with those paid by similar nations. The Trump Administration has reached 26 deals with pharmaceutical manufacturers, covering nearly 90% of the branded drug market.
  • In his historic Working Families Tax Cuts Act, President Trump expanded access to health savings accounts for up to ten million people on Obamacare and took the most significant actions to reduce healthcare fraud and abuse in history, enabling the largest ever investment in rural healthcare - $50 billion.
  • On September 10, 2026, President Trump announced the Working Families Obamacare Refund to send nearly 1 million Americans $500 each who had been overcharged for their Obamacare coverage by the Biden Administration.
  • President Trump is calling on Congress to enact the Great Healthcare Plan to lower drug prices, lower insurance premiums, hold big insurance companies accountable, and maximize price transparency.
