Govineer Solutions ("Govineer" or "the Company"), a provider of software and payments solutions for local governments, has expanded its leadership team with the appointments of Manav Thiara as Chief Product & Technology Officer and Frank Pollock as Vice President and General Manager of Payments. The appointments represent Govineer's first senior hires since receiving a strategic growth investment from TA Associates ("TA") earlier this year and will support the company's continued investment in product development, AI and payments.
As Chief Product & Technology Officer, Thiara will bring Govineer's product and technology organizations under unified leadership, leading the Company's product strategy and technology functions, including engineering, architecture, data and AI. As Govineer accelerates its vision of becoming an AI-powered operating system for local governments, he will focus on developing an integrated product and technology roadmap, expanding data and AI capabilities across a shared platform, and translating the Company's AI strategy into practical solutions for customers.
Thiara joins Govineer from Sage, where he most recently served as Senior Vice President of Engineering & Platforms, leading its Data, AI and Platform Engineering organization. He brings extensive experience in enterprise technology, data and AI, including establishing Sage's AI Center of Excellence. He previously held senior technology roles at TD, First Data and Microsoft.

As Vice President and General Manager of Payments, Pollock will lead Payments as a dedicated business unit within Govineer, overseeing go-to-market strategy, customer experience, implementations and integrations, and overall business performance. His priorities will include scaling payments adoption across Govineer's customer base, strengthening its payments products and integrations, streamlining implementation and activation, and building the infrastructure to support continued growth.
Pollock joins Govineer with more than 22 years of experience in the payments industry. Most recently, he served as Chief Revenue Officer at Point & Pay, where he led sales, marketing, relationship management and product development. He previously served as Point & Pay's Vice President of Products and Services and held roles at FIS and Official Payments Corporation.
