El Rincón Awarded $2.5 Million in Low-Income Housing Tax Credits

The Arizona Department of Housing (ADOH) announced on June 5 that the City of Tucson and El Pueblo Housing Development has been awarded Low-Income Housing Tax Credits (LIHTC) for El Rincón, a new affordable housing development that will create 67 affordable housing units across two vacant City-owned sites in Tucson.

The award represents another significant milestone in Tucson's efforts to expand affordable housing opportunities and builds on the momentum generated since 2022, when Tucson received its first LIHTC award in more than a decade. El Rincón is the latest City-affiliated development to secure highly competitive tax credits and advance the goals outlined in Tucson's Housing Affordability Strategy.

"El Rincón demonstrates how Tucson is putting City-owned land to work for our residents," Mayor Regina Romero said. "By transforming vacant properties into safe, high-quality affordable housing, we are creating opportunities for Tucson families while strengthening our economy and our neighborhoods. This award reflects Mayor and Council's continued leadership to close housing gaps, support our workforce, create local jobs, and reinvest in our community."

El Rincón will create affordable housing on two separate sites located in some of Tucson's oldest and most historic neighborhoods. The larger site, located at 560 West Davis Street in Barrio Anita, will include 50 affordable housing units adjacent to Oury Recreation Center and Davis-Romero Bilingual Elementary Magnet School. A second site, located at 450 North Main Avenue near the intersection of West St. Mary's Road and North Granada Avenue on the edge of the El Presidio neighborhood, will provide an additional 17 affordable housing units.

Together, the developments will deliver high-quality, neighborhood-compatible housing that respects the unique character and history of Barrio Anita and El Presidio while creating much-needed housing opportunities for Tucson residents.

"As Vice Mayor, I am proud of the work that has led to affordable housing investments across Tucson, including in Ward 1. This award from the Arizona Department of Housing's Low-Income Housing Tax Credit Program reflects the immense planning, partnerships, and community engagement efforts the City of Tucson has put in to move this project forward. Tucson neighbors and families need more affordable housing options, particularly in historic neighborhoods where folks born and raised are being priced out by rising rents and home prices."

"This award reflects the strength of the proposal, the dedication of our partners, and the City's continued commitment to expanding affordable housing opportunities."

El Rincón will be developed by El Pueblo Housing Development with consulting support from David Wohl of Sabino Community Development Resources and will be constructed by Tofel Dent Construction, a Tucson-based general contractor with extensive experience building affordable housing developments.

Neighborhood meetings were held throughout the planning process to gather input from residents and stakeholders. The project team refined development concepts through an iterative process based on community feedback regarding site design, neighborhood compatibility, traffic considerations, parking, and project identity.

Meetings included project presentations, question-and-answer sessions, and open-house style feedback opportunities that allowed residents to review site plans and renderings and speak directly with members of the development team. Community input also helped inform discussions regarding project naming, neighborhood character, and transportation considerations.

"HCD staff and the design team worked closely with residents and stakeholders to shape a development that complements these neighborhoods while serving Tucsonans in need of quality affordable housing," said Chanecka. "We are grateful for the community's thoughtful participation and look forward to continuing these partnerships as the project moves forward."

The development of affordable housing in Tucson is the result of the high priority placed on housing affordability by Mayor and Council. In 2021, Mayor and Council adopted the Housing Affordability Strategy for Tucson, which called for the development of affordable housing on City-owned land. The City subsequently established El Pueblo Housing Development as a nonprofit entity dedicated to accelerating affordable housing production throughout Tucson.

In recent years, Tucson-affiliated developments have successfully secured multiple LIHTC awards, helping bring hundreds of future affordable homes to the community. Previous awards include:

  • $2.5 million in 2025 for 59 apartments in the second phase of Amazon Flats on West Miracle Mile
  • $2.5 million in 2024 for 66 apartments at Sugar Hill on Stone on North Stone Avenue
  • $2.5 million in 2022 for 63 homes for older adults at Milagro on Oracle, Tucson's first LIHTC award in more than ten years

El Rincón represents the continued implementation of the Housing Affordable Strategy for Tucson and the City's commitment to creating housing opportunities that are responsive to neighborhood context, community priorities, and resident needs.
