Vancouver City Council refers ethics complaint against Councilor Harless to Hearings Officer

October 7, 2025

As part of their regular Oct. 6 meeting, the Vancouver City Council considered a complaint against Councilor Kim Harless under City Council Policy 100-36, which outlines the code of ethics that Councilmembers follow while serving on City Council.

After hearing a report from the City Attorney, Councilor Harless provided comments before recusing herself while the Council deliberated. A motion was made and the Council unanimously voted to refer the matter to a Hearings Examiner to conduct an investigation. The Council further directed that while the matter is being investigated, the Council's alternate will assume the role of Chair for the Lodging & Tax Authority Committee (LTAC).

The City Attorney's office will coordinate with the Hearings Examiner regarding when the investigation can begin. The Hearings Examiner is required to prepare written findings within 60 days of the date the City originally received the complaint. Unless the City Council grants an extension, the findings are due Oct. 28.
