The Software and Information Industry Association (SIIA) submitted a letter to Senators Joni Ernst and Elissa Slotkin regarding the Subcommittee on Emerging Threats and Capabilities' hearing on adversarial access to publicly available information (PAI). The letter underscores the need to safeguard national security while preserving the responsible, constitutionally protected use of public data by legitimate information service providers.

SIIA cautions against broad restrictions on "data brokers" that fail to distinguish between responsible data stewardship and malicious activity. The letter urges Congress to adopt a risk-based, use-centric approach that targets bad actors and foreign adversaries without undermining U.S. competitiveness, national security operations, or First Amendment protections for the public domain.
