TALLAHASSEE, Fla. - Jan. 13, 2026 - Global law firm Greenberg Traurig, P.A. continues the strategic growth of its Government Law & Policy Practice with the addition of former Florida Public Service Commissioner Andrew Giles Fay as of counsel in the firm's Tallahassee office.
Fay served for eight years on the Florida Public Service Commission (PSC), the regulatory body that oversees essential utility services in Florida. He served from 2022 to 2024 as chairman of the PSC. Before the commission, Fay served in the Office of the Florida Attorney General as special counsel to Attorney General Pam Bondi.
During his tenure on the Florida PSC, Fay oversaw critical regulatory matters spanning electric, gas, water, and wastewater utilities. As chairman, he managed a staff of 275 and played a key role in shaping policies on storm protection, nuclear decommissioning, and electric utility recovery. He also championed updates to Florida's Relay services law, enabling the use of emerging technologies to meet demand.
At Greenberg Traurig, Fay also will be a member of the firm's Energy & Natural Resources and Public Finance & Infrastructure Practices, leveraging his extensive experience in energy policy and utility regulation. Fay's work will span electric, gas, water, and wastewater utility regulation, advising clients on complex cost-recovery and rulemaking proceedings. He focuses on the regulatory implications that emerging technologies have on critical infrastructure, including the use of artificial intelligence and cybersecurity compliance.

As special counsel to the attorney general, Fay oversaw a broad portfolio of responsibilities. He successfully advocated for the passage of more than a dozen legislative initiatives, most notably serving as the lead author and advocate of Florida's Information Protection Act. He advised on the review and issuance of major state bond financings across transportation, education, and state facility projects. And, following the Pulse Nightclub attack in Orlando, he managed a team of 20 staff and victims' advocates to process over 250 compensation claims for victims.

Fay has held national leadership roles through the National Association of Regulatory Utility Commissioners (NARUC), where he chaired the NARUC's Critical Infrastructure Committee and served as lead faculty for NARUC's Rate School, the nation's premier utility rate development program. He was also appointed to advise the Florida Bar Board of Governors on the use of AI within the judicial system. Additionally, Fay is a graduate of Leadership Florida and has held several board positions, including as finance chair, statewide outreach director, and program chair of Connect Florida Class VIII.
He earned his B.A. and J.D. from Florida State University.
