New CalSTA Report Sets Framework for Transforming California’s Public Transportation Network

SACRAMENTO- The California State Transportation Agency (CalSTA) today announced the release of the Transit Transformation Task Force (TTTF) report, part of a blueprint for how California can reimagine public transit to deliver a more connected, sustainable and equitable future.

Building on CalSTA's Core Four Priorities - safety, climate action, equity and economic prosperity - the report underscores that public transit is the backbone of a prosperous, affordable, climate-resilient California, empowering every Californian to move freely, reliably and sustainably.

"The SB 125 Transit Transformation Task Force Report lays out a bold and actionable vision for the future of public transit in California," said California Transportation Secretary Toks Omishakin. "With strong support from Governor Gavin Newsom, this effort brought together a diverse coalition of leaders, experts and community voices over two years to shape a forward-looking strategy. The result is a set of guiding principles and recommendations that position California to lead the nation in delivering more accessible, sustainable and rider-focused transit."

Through the passage of Senate Bill 125 (SB 125), the Task Force brought together 25 members representing transit agencies, regional and local governments, advocacy groups, labor and other key organizations. Between December 2023 and September 2025, the group met 13 times across the state, engaging more than 70 subject matter experts and a dedicated technical working group to craft the report's findings and recommendations.

The report introduces five guiding principles for transforming California's transit system:

1. Transit must be operationally and financially sustainable.

2. Safety is fundamental to all aspects of transit.

3. Transit should be fast, reliable, connected and convenient.

4. Transit must be accessible and easy to use for all Californians.

5. Transit should support complete, thriving communities through high-quality systems.

These principles provide a long-term roadmap for the Legislature and transit partners to advance policies that strengthen California's transit network-ensuring it remains a cornerstone of the state's economy, environment and quality of life.
