District of Columbia’s Department of Energy and Environment Launches the Multifamily Electric Vehicle Charging Assistance Program

On September 17, 2026, the District of Columbia's Department of Energy and Environment (DOEE) launched the Multifamily Electric Vehicle (EV) Charging Assistance Program, which provides rebates and free technical assistance to make EV charging more accessible and affordable for multifamily properties in the District. The program, funded by the Volkswagen Environmental Mitigation Trust, offers up to $800,000 in rebates. DOEE, in collaboration with nonprofit Catalyst Mobility, is providing technical assistance to applicants, including site planning, coordination with utilities and charging providers, equipment selection, and other administrative support.

Eligible applicants include multifamily property owners and managers; site hosts within a quarter mile of a multifamily building, and EV charging companies authorized to install curbside chargers. Funding supports Level 1 and Level 2 charging projects that install at least four ports, include a five-year warranty and maintenance plan, and are completed by September 30, 2027.
