Beacon Communities Celebrates Construction Progress at The Homes at Avon Park
New multi-phase housing development in Avon will transform an underutilized office park into a vibrant mixed-income community.

AVON, CT - Gov. Ned Lamont and Lt. Gov. Susan Bysiewicz joined Beacon Communities, state and local leaders, financing partners, and community stakeholders to celebrate the beginning of a major redevelopment and construction progress on The Homes at Avon Park, a 100-unit mixed-income housing development currently under construction in Avon. The community is the first phase of a multi-phase effort to turn a long-underutilized office park into necessary housing. The second phase, Avon Village, will start construction later this summer.

Affordable housing availability in Avon is just over 4% of its total housing stock. Located at 20 Security Drive, The Homes at Avon Park will include 100 apartments, including 85 affordable homes available to households earning 25%, 50%, and 80% of Area Median Income and 15 market-rate apartments. Twenty-two homes will receive operating subsidies for lower-income residents through the Connecticut Department of Developmental Services Rental Assistance Program, with supportive services provided by Oak Hill.

Avon Village, the second phase of the redevelopment, will convert the property's vacant office building into 76 additional apartments. Together, the two projects will create a 176-home mixed-income community that will add more than 50% to the existing affordable stock in Avon while breathing new life into a former commercial property right next to the town center.

"Avon Park is proof that our best housing solutions aren't always new construction," said Lt. Governor Susan Bysiewicz. "Building several new units out of what used to be an empty office park is exactly the kind of idea we need to get us closer to solving Connecticut's housing shortage."

By redeveloping an unused commercial property rather than undeveloped land, the project advances Beacon's sustainability goals while creating new housing opportunities in a location connected to employment, services, transportation, and recreation. The community will feature a community room and kitchen, fitness and wellness spaces, walking trails, gardens, a multi-use lawn, outdoor gathering areas, and a dog run. Located next to downtown Avon, the Historic Farmington Canal Bike Trail, and the Avon Village Center area, The Homes at Avon Park will be an all-electric community designed to meet the Emerald Level of the National Green Building Program.

The Homes at Avon Park is supported through a combination of federal Low-Income Housing Tax Credits, financing from the Connecticut Department of Housing and the Connecticut Housing Finance Authority, and a 20-year PILOT agreement with the Town of Avon. Construction financing is being provided by Bank of America and CHFA. Bank of America is also providing tax credit equity.

"I believe this project will improve the quality of life for people who are looking to downsize and people who are looking to access the vibrancy the Farmington Valley has to offer."

"Homes at Avon Park is being built to the Passive House standard, and that detail matters more than people realize," said State Sen. Paul Honig, D-Harwinton. "These buildings use just 10 to 20% of the energy a code-built home needs to heat and cool, and the added construction cost typically runs in the 1 to 2% range. I live in Connecticut's first new construction-certified Passive House, so I've seen the difference up close: it's a brighter, more comfortable place to live, and the energy savings over time are a financial home run. This is smart design paying for itself for decades, and it's exactly the kind of building we should be incentivizing more developers to do."

The Homes at Avon Park is the result of years of collaboration among Beacon Communities, the Town of Avon, the State of Connecticut, and numerous public and private partners. Together, this group has succeeded in bringing forth a redevelopment that creates housing opportunity, reinvests in an underutilized site, and supports Connecticut's efforts to increase housing supply in high opportunity communities where demand continues to outpace availability.

Construction on The Homes at Avon Park is expected to continue through 2027. Avon Village will be completed in 2028.
